Design Notes
This expansion uses ONLY the base-set resolution rules (CST/POP delta, copy/move, dice rolls, era advance) — no new mechanic verbs. Every card carries a historical example, the AP HUG subtopic citation appears in the footer, and rarity follows the same distribution as base set.
Cards share mechanic_id with future variants: a Migration Crisis: Brain Drain card and a Brain Drain: Lebanon variant in a future set will share mechanics but show different historical geography (MTG flavor-variant pattern, Pokemon collectibility).
